OUR MISSION
Establishing the Pinelands CID
After years of increasing crime, environmental and social concerns, the desire to establish a CID was born. Residents formed a steering committee and initiated a successful campaign. The initiative was supported by the Pinelands Ratepayers & Residents Association and endorsed by the Pinelands Community Police Forum. The Pinelands CID was officially approved in council on 25 May 2023.
Vision: To work together to maintain a safe, clean, and sustainable Pinelands
Mission: To improve Pinelands consistently and incrementally for the benefit of all who live and work here.
Goal: The goal is to improve the public safety in our area, to address social aspects in a cooperative manner, maintain the public areas and clean it where required, promote improved communication with the City in collaboration with initiatives already active in the area.
Transparency & Accountability: Transparency & Accountability are key parts of the PLCID’s values. They will be achieved through submission of annual reports to the local community, facilitation of local community participation in board meetings and members’ meetings of the CID company, and publication of relevant documentation online.

Defined Area
The defined area includes the suburb Pinelands in its entirety along its boundaries. The proposed area covers:
- Northern Boundary: Up to and including ERF 3078 (Old Mutual Head Office)
- East Boundary: Along the Western Boundary of Jan Smuts Drive until it intersects with the Railway Reserve
- South Boundary: Along the North Boundary of the Railway Reserve and the Golf Course
- Western Boundary: Along the Eastern side of the Railway Reserve, skirts the Pinelands Business Park up to Avonduur
- Along Sunrise Road ERF 110934, Wattle Grove Road and properties both side of Ambleside.
What is a CID?

A CID (City Improvement District), also known as a Special Rates Area, provides the funding mechanism & structure to improve services in a defined neighbourhood. Once established, the CID enables property owners to become involved in the management of their own area by collecting money through the City’s billing system. The money is transferred to a non-profit company (established by the property owners), which enables the company to augment services provided by the City. The non-profit company gets a mandate from the property owners on supplemental municipal services and infrastructure desired for the area. For Pinelands, a “median” house with a valuation of R3 170 000, will cost R177.72 per month.

Why establish a CID?
Pinelands has long been considered a safe and secure suburb. Recent challenges however include an increase in crime, environmental and social concerns as well as poor service delivery. The CID model is based on an international practice that is aimed at preventing degeneration of cities urban decay. The model facilitates upliftment, economic growth and sustainable development. Forming a CID involves a comprehensive procedure as laid out in COCT guidelines which have to be followed meticulously.
How much will I have to pay?
The cost is calculated at R56.06 per million rand of the municipal valuation. So a R2 million house is calculated at 56.06 x 2 = R112.12 per month. For the average house in Pinelands, with a municipal valuation of R2 925 962, the monthly fee will be R164.04. For a “median” house, with a valuation of R3 170 000, the monthly fee will be R177.72. The CID can’t change the amount at all – only the City can change fees. Indigent, Senior Citizens and Disabled Persons who meet the criteria for rates relief are exempt from paying the fee.
Public Safety
Public safety related services consist of five integrated subservices:
- 24-hour patrols
- Dedicated Law Enforcement Officers
- CCTV camera infrastructure
- Control Room Monitoring
- Community Safety App
Law Enforcement
There are currently no law enforcement officers assigned to Pinelands. In addition to the dedicated patrols operated by private sector providers, two dedicated City of Cape Town law enforcement officers will also be deployed by the Pinelands CID.
Law Enforcement officers are responsible for enforcing the City’s by-laws and traffic laws, clamping down on offences such as general nuisances, alcohol offences, speeding, driving under the influence of alcohol, illegal parking, reckless driving, problem buildings and illegal informal trading. Peace Officers have the power to confiscate, arrest, issue compliance notices and fines, and shut down illegal operations where by-laws are infringed upon.
Environmental Development
The objectives of the Environmental Development Plan are to enhance and provide additional municipal services and to ensure that Pinelands is a clean, attractive, and well-maintained area we can all be proud of. We aim to achieve this by collaborating with residents and other organizations in Pinelands providing public services or initiatives in this space.
Maintenance & Cleansing
The outcome of the urban management survey indicated that Litter and Cleanliness is the 2nd most important issues raised by residents after Safety and Security. The objectives for Maintenance and Cleansing are to enhance and provide additional municipal services and to ensure that Pinelands is a clean, attractive and well-maintained area we can all be proud of. We aim to achieve this by collaborating with residents and other organizations in Pinelands providing public services or initiatives in this space.
Of great importance is that we align our activities and collaborate with the various departments in the City of Cape Town and our local sub-council.
Social and Economic Development
The urban management survey conducted indicates that street people, homelessness and vagrancy is a concern in Pinelands. In this regard there is an understanding and a willingness to assist in dealing with this problem by partnering with NPO’s / NGOs and other City initiatives (Street People Unit) capable of addressing the issue.
Homelessness has a devastating impact on the health of people who directly experience it including increased illness, higher use of health services and early death. While some people become homeless as a result of mental illness, it is also well known that the experience of homelessness can exacerbate existing problems and lead to new mental health problems, including addiction. City Improvement Districts across Cape Town strive to better the communities they serve.
